When I wrote to the artist about this piece, he wrote back:

"A Whittled Rod Neckpiece!
Love them. I would price it at about $1800-$2000 as they are rare and Iconic."

Dating back to the 1980's or 90's, I think this was a gift from a boyfriend (oops-no pun intended). Soon after I became an accidental jewelry designer and only wear my own creations. This fabulous necklace has been sitting, unworn, in a drawer for decades.  Now it's time to find it a good home.... maybe on your neck, or on someone you love .....
